Ardonas Gilbert, 26, of Chester, Pennsylvania, has been charged by Delaware State Police with two counts of assault and a single count of being drunk on a highway. The charges stem from Gilbert’s naked jaunt along Interstate 95.

The city does not know exactly why the traffic signals went on the fritz Wednesday, cutting the time that lights stayed green and allowing cars to only trickle through intersections. “This is a freak incident that happened,” Mani Poola, the city’s traffic engineer, said yesterday.
