Happy children at play, No loitering after dusk, Speed limit 15 (ARC)

An incredible combination of language, colors, company logos, and unjustified signage. Not only is the 15 mph speed limit arbitrarily low, loitering is permitted during the daytime apparently. The "Happy Children" sign speaks for itself.
