Pedestrian signal head on bus signal post

This is the interesting feature of the "plus-yellow-minus" light of the previous picture -- a pedestrian signal head. Note that it's been rotated to be out of view, and has been blacked out. The phasing here must be quite bizarre. I wonder if this pedestrian signal is wired to the controller of if the city just bought the post with the signal head attached.
