Traffic signal with minus, yellow, and plus

This signal does in fact appear on a public street. It's directed away from the roadway, and for a good reason -- this signal is for bus drivers. The white 'plus' on the bottom illuminates during a special all-red phase. This lets the bus get ahead of traffic waiting in the same direction, and also allows the bus to depart it's depot at the right time.
