Next, a simple "No Parking Any Time" sign would have sufficed, and then, if the engineer still felt it was justified, the reason (the culvert) could be added to the sign. However, this sign is even more strange because it prohibits parking on the sidewalk, which of course is never permitted in New York state anyway.
