Bennington, VT: No turn on red (on red sign)

Using non-standard colors, this "No Right Turn on Red" sign doesn't quite appear to be a regulatory sign, since it is, after all, red with white lettering. Furthermore, this sign is definitely under-sized. Plus the language really isn't standard, since "No Turn On Red" usually would have been fine. Why would anyone specifically create a sign for this function? Just one of the many mysteries of the road.
